ICV has been at the core of OQEP’s strategy since inception, driving local value creation and national growth. It is embedded across all procurement and tendering stages to promote local participation and is recognized as a key corporate KPI within OQEP’s main scorecard, ensuring accountability and performance tracking. OQEP plays a pivotal role in advancing Oman’s Vision 2040 by supporting national goals for localization, diversification, and sustainable growth. Through ICV, OQEP actively strengthens local industries, empowers SMEs, and creates opportunities for Omani employment. Working collaboratively with MEM, OIA, OPAL, and other stakeholders, OQEP continues to enhance its tools, reporting, and frameworks to sustain and expand ICV impact across the Sultanate’s economy.
WHAT IS C7?
C7 is a framework issued by MEM that defines how contractors must contribute to Oman’s economy through:
- Employment and training of Omani nationals (Omanisation)
- Sourcing and developing local goods and services (Made-in-Oman)
- Supporting and partnering with SMEs (Riyada card holders)
- Investing in local facilities, assets, and capabilities
- Transparent monitoring and reporting of ICV performance
